1.	Policy SHP11 of the Deposit Version of the Great Yarmouth Borough Wide Local Plan states that:- The Borough Council will encourage the provision of new local shopping facilities and non-retail commercial uses in neighbourhood and village shopping centres, providing the development is of a scale compatible with the size and character of the centre and subject to highway, historic conservation and environmental considerations. It is considered that to convert three shop units which have only been comparitively recently be constructed, to provide a car showroom is contrary to the Council's aims to provide a village centre and erodes the potential retail provision. Furthermore it is considered that the proposed formation of a workshop area to rear of the shop units is likely to give rise to noise and disturbance to the detriment of the residential amenities of the occupiers of the nearby residential properties.
