.The Norfolk Structure Plan states that outside towns and villages planning permission for new residential development will not be given unless it is justified for agriculture, forestry, organised recreation or tourist facilities or the expansion of existing institutions, and the need for the development could not be met within an existing settlement and there are no overriding environmental objections. The proposal would be contrary to the provisions of the Structure Plan in that the dwelling would be sited in the countryside outside an existing settlement. Furthermore, the evidence that has been put forward in respect of the need for the dwelling in this location is insufficient to justify a departure from national and local policies designed to protect the countryside.
.The Deposit Version of the Borough-Wide Local Plan states that outside the areas shown on the Proposals Map designated for future residential development planning permission for new residential development, or changes of use, will not be given unless it is justified for agriculture, forestry, organised recreation or tourist facilities or the expansion of existing institutions, and the need for the development could not be met within an existing or adjoining settlement and there are no overriding environmental objections. The following criteria must be met:- continued on next page :-
.(a) the dwellings(s) are essential for the purposes stated; (b) the requirement is long-term (i.e. more than 10 years) and it is related to a sustainable and/or long-term viable use and dwellings in neighbouring settlements could not reasonably meet the need; and (c) the proposed dwelling can be satisfactorily sited in close proximity to existing buildings and can be designed to blend in with its immediate surroundings. A condition will be imposed limiting occupancy to the specific purpose which justifies the granting of planning permission. The proposal would be contrary to the provisions of the Deposit Version of the Borough-Wide Local Plan in that, (i) the dwelling would be sited outside any area shown on the Proposals Map as being designated for future residential development, (ii) the evidence that has been put forward in respect of the need for the dwelling in this location is insufficient to justify a departure from national and local policies designed to protect the countryside, and (iii) the dwelling would have an adverse impact on the landscape and be harmful to the appearance of this rural area.
.The Deposit Version of the Borough-Wide Local Plan states that within all areas of landscape interest, as shown on the Proposals Map, the Borough Council will protect the character and amenity value of the landscape from inappropriate development. The proposal would be contrary to this policy in that the dwelling, which would be located in such an area, would have an adverse impact on the landscape and be harmful to the appearance of this rural area.
.The Caister-on-Sea Local Plan states that individual dwellings or small groups of houses will be permitted, at the discretion of the Borough Council, in Caister-on-Sea where the development constitutes minor infilling and which will enhance the form and character of the village. The proposal is contrary to this policy in that the erection of a dwelling on the site would extend development into open countryside away from the main core of the village and would not enhance the scale and form of Caister-on-Sea.
.Ambrose Road is a narrow unmade track which currently serves in excess of four dwellings and is unsuitable to cater for any additional traffic movements/development.
