1.Policy HOU 16 of the Deposit Version of the Borough-Wide Local Plan states :- "In assessing proposals for (housing) development the Borough Council will have regard to the density of the surrounding area. Sub- division of plots will be resisted where it would be likely to lead to development out of character and scale with the surroundings". The proposed conversion of the existing dwelling into two residential units would be out of character and scale with adjacent dwellings, which, on this section of the Manor Gardens Estate, comprise substantial detached houses on relatively large plots, and would thereby be contrary to the above policy. Furthermore, the proposed dwellings would not afford the standard of residential amenity, in terms of private amenity space and privacy, normally looked for in new residential development.
2.The site has insufficient parking and turning area for the development proposed. Furthermore, the access is restricted in width and is unsuitable to cater for the additional traffic movements that the proposal will generate. Also, an approval would set a precedent for similar proposals in the vicinity to the detriment of highway safety.
