1.	Policy ST1 of the Deposit Version of the Great Yarmouth Borough Wide Local Plan sets out criteria relating to new developments and changes of use of properties within the Southtown area, due to the residential area being sandwiched between Great Yarmouth Business Park and the port-related industries located alongside the river frontage. There is considerable conflict between the different uses, with the residents being disturbed by unneigbourly activities, heavy traffic and noise from port related activity The proposal to convert the property into two flats is contrary to this policy due to the property fronting Southtown Road and the likely adverse effects nearby port related uses would have on the residential amenities of the occupants of the new unit of residential accommodation.
