No.Condition Text
1.The proposed dwelling is located in the open countryside in a area where residential development would be resisted under Policy H6 of the Norfolk Structure Plan, approved in 1993, and under Policy HOU9 of the deposit version of the Great Yarmouth Borough-Wide Local Plan, published in October 1995. There are no exceptional circumstances that might permit a dwelling under these policies.
2.The introduction of a dwelling in this undeveloped rural site would be detrimental to the character and appearance of the countryside and is considered to be contrary to Policy NNV11 of the deposit version of the Great Yarmouth Borough-Wide Local Plan (October 1995) regarding the development of open land with amenity value and Policies CS.1, CS.3, C.1 and C.3 of the 1993 Norfolk Structure Plan concerning the protection of the character and appearance of the countryside and rural landscape.
3.Vehicular access to the site would have restricted visibility to the highway in both directions and would be unsuitable to cater for the additional traffic movements that a dwelling here would generate. Furthermore, the additional slowing, stopping and turning movements that the proposal would generate would be detrimental to the safety and free flow of other highway users.
