1.	The property is considered to be unsuitable for the proposed conversion and use as residential units in that it is situated adjacent to a heavily trafficked main road and forms part of an existing working bakery the vehicular access to which is immediately adjacent to the windows of the proposed flats which lack any private amenity space.Moreover,having regard to the continuing operation of the adjacent bakery with the resultant late night noise and general disturbance the proposed accommodation would not by reason of the nature and location of the site, afford the standard of residential amenity normally looked for in new residential development.
