1.	The forthcoming Deposit version of the Borough-wide Local Plan states "In areas of mixed holiday and residential use, as defined on the Proposals Map, the development of vacant plots, re-construction or alteration of buildings or structures will not be permitted unless the applicant can demonstrate that :- (a) the highway network is of an adequate standard and construction; (b) the development can be adequately serviced; (c) the Borough Council's current standards in respect of on-site car parking can be met; (d) there is adequate private open space on site; and (e) where appropriate the requirements of Policy INF21 (coastal erosion) can be met". The proposal does not meet these criteria in view of the sub-standard nature of the highway network serving the site and would, consequently, be contrary to the provisions of the forthcoming Deposit version of the Borough-wide Local Plan.
