1.	The proposed bungalow is outside the development boundaries shown for this area in the deposit version of the Broads Local Plan and therefore, in the absense of any exceptional circumstances that might justify a dwelling in this location, the proposal is considered to be contrary to both this plan and the Norfolk Structure Plan. Were permission to have been granted then it is considered that the demonstrable harm caused would be that a bungalow in this location would be damaging to the open and undeveloped setting of Ormesby Broad and would set a precedent for further residential development outside of allocated areas in the Broads area.
2.	The proposal conflicts with the County Council's Corriders of Movement Policy, supported by the Broads Authority Local Plan, in that an additional access is to be created direct to the A149 which is a principal route.
