| 1. | In the Norfolk Structure Plan Filby is identified as a village in which, under Policy H5.,housing development will normally be limited to individual dwellings or small groups of houses which will enhance the form and character the village and in which a development of up to 5 dwellings is regarded as a small group. The proposed estate-scale development is contrary to this policy and prejudicial to the stategic planning objectives of the Structure Plan.Furthermore while 8 of the proposed houses are 2-bed semi-detached dwellings no evidence has been put forward that affordable housing is proposed.Neither has a genuine local need for affordable houses been established to warrant an exception being made to Policy H5.as provided for in certain instances under Policy H7.of the Norfolk Structure Plan. |
| 2. | Although the application site is shown as a housing commitment/site for new housing in the Great Yarmouth Borough-Wide Local Plan Proposal Map - Filby Village Inset Map it is considered that the number of dwellings and the relatively formal estate layout proposed would detract from the character and appearance of the village scene. The proposal would therefore not satisfy the criteria for such new development laid down in policy Hou.6 of the Great Yarmouth Borough-Wide Local Plan. (See informative note below) |
| 3. | Whilst the access and road details meet the technical criteria of the Highway Authority it is considered that an estate of the size proposed would add unacceptably to traffic flows and movements on an already busy country road close to a bend and a first school,to the detriment of highway safety and residential amenity. INFORMATIVE NOTE. As a consequence of comments made in response to the Pre-Deposit Consultation Draft Version the Borough Council has agreed amendments to the proposals and policies which are to be included in the Deposit Version of the Great Yarmouth Borough-Wide Local Plan. |
