1.The Caister-on-Sea Local Plan states that "Within the areas designated for future estate-scale development in Caister-on-Sea and West Caister, the Local Planning Authority will ensure the phased and co-ordinated release of land in accordance with the approved Development Brief and to the provision of public utility services and associated local highway improvements". The proposal to develop the application site, which adjoins one such designated area, would be premature under the terms of this policy in that an excessive number of dwellings would be served off a single access point (the Covent Garden Road/Ormesby Road junction). In particular, the development would be contrary to Norfolk County Council's policy (as Highway Authority) of allowing no more than 200 dwellings to served off a single access point (Waterland Close connects to Covent Garden Road) and national guidance as given in Design Bulletin 32 that no more than 100 dwellings be served off a single access point.
2.The proposed development would be contrary to Norfolk County Council's policy of allowing no more than four dwellings to be served off a private drive.
3.The Caister-on-Sea Local Plan states that "Individual dwellings or small groups of houses will be permitted at the discretion of the Borough Council in Caister-on-Sea where the development constitutes minor infilling and which will enhance the form and character of the village". The proposal would be contrary to this policy in that it represents an overdevelopment of the site, the likely cramped nature of which would not enhance the form and character of the village. Furthermore, the proposal is likely to result in a lack of adequate private amenity space for the proposed dwellings and detriment to the residential amenities of the occupiers of adjacent property.
4.The Pre-deposit Consultation Draft Borough-wide Local Plan states that "Individual dwellings or small groups of dwellings of generally no more than 4 dwellings will normally be permitted in those areas where Policies HOU2.1 to 2.4 apply .... provided that criteria (a) to (d) of Policy HOU2.4 can be met". The relevant criteria are as follows :- "(a) there will not be unacceptable impact of development on the form, character and setting of the village; (b) all public utilities are available including foul and surface water disposal; (c) suitable access arrangements can be made; and (d) an adequate range of public transport, education and social facilities are available in the settlement". The proposal would be contrary to this policy for the reasons given in 1, 2 and 3 above.
