1.The Pre-deposit Consultation Draft Borough-wide Local Plan states "In dealing with planning applications for the change of use or construction of new residential accommodation for the elderly and care or rest homes the Borough Council will expect the applicant to demonstrate that the proposal meets the following criteria :- (a) the site has good access and approach roads and has easy access to public transport, community facilities e.g. post offices, libraries, churches, places of entertainment, doctors' surgeries and shopping facilities; (b) the site should be reasonably level and shall be in an area of activity, rather than a backland or residential backwater; (c) there must be adequate provision of outdoor garden space adjacent to the building and within the site area which meets the Borough Council's requirement of five square metres per resident; (d) account will be taken of the existing provision of similar accommodation in the locality. A clustering of such accommodation will not be allowed to ensure that the character of an area is not substantially or adversely changed. The number of residential care and rest homes will be limited to 10% of the properties in any one block, or a lesser percentage if the total provision is shown to over-burden the social and medical health services; continued on next page :-
2.(e) the proposal should take account of any existing landscape features of a particular site; and (f) the site's access arrangements must be suitable for ambulances and vans and be acceptable to the County Council, as highway authority, and there should be adequate space on-site for car parking and servicing areas in compliance with the Borough Council's current standards of requirement. In addition the following criteria will apply where conversion of an existing building is involved :- (g) preference will be given to applications for the use of buildings which offer sufficient accommodation to obviate the need for major extensions which change the character of the buildings; (h) the necessary accommodation and associated facilities should not be to the detriment of the occupiers of adjoining or neighbouring buildings; and (i) The Borough Council will need to be satisfied that where the proposal relates to a listed building, none of the features of the building is lost as a result of the change of use or subsequent alterations and additions". The proposal does not meet criteria (a) and (b) and would, consequently, be contrary to the provisions of the Pre-deposit Consultation Draft Borough- wide Local Plan.
