1.Whilst the Filby Development Guidelines identifies the application site as suitable for a limited estate-scale development,it states that the development shall be of a low to medium density comprising of no more than 25 new houses. The proposal does not meet these criteria and would therefore constitute an unacceptable overdevelopment of the site contrary to the provisions of the Plan.
2.The development would,by virtue of proposed number of dwellings and the "urban estate" form of layout,be detrimental to the rural character of the village and to the visual amenities of the immediate locality.
3.The Norfolk Structure Plan policy C4 states that existing trees, hedgerows and small woodlands will be protected and maintained. The submitted plan does not clearly show which trees are to be felled and which are to be retained and in the absense of such information the proposal is deemed to be contrary to the Structure Plan policy in that it would be likely to result in the removal of trees which are considered to be a landscape feature important to the visual amenities and character of the locality.
