1.	The proposed bungalow is outside the development boundaries shown for this area in the draft Broads Local Plan and therefore, in the absense of any exceptional circumstances that might justify a dwelling in this location, the proposal is considered to be contrary to both this Plan and the Norfolk Structure Plan. Were permission to have been granted then it is considered that the demonstable harm caused would be that a bungalow in this location would be damaging to the open and undeveloped setting of Ormesby Broad and would set a precedent for further residential development outside of allocated areas in the Broads area.
