1.	The Pre-Deposit Draft Borough-wide Local Plan states "In areas of mixed holiday and residential use, as identified on the Proposals Map, the development of vacant plots, re-construction or alteration of buildings or structures will not be permitted unless the applicant can demonstrate that :- (a) the highway network is of adequate standard and construction; (b) the development can be adequately serviced; (c) The Borough Council's current standards in respect of on-site car parking can be met; and (d) there is adequate private open space on site". The proposal does not meet these criteria in view of the sub-standard nature of the highway network serving the site and the lack of private open space that would result from the development, and would, consequently, be contrary to the provisions of the Pre-Deposit Draft Borough-wide Local Plan.
