1.	The site is within a Conservation Area where it is the Council's policy to preserve and enhance the character of the locality.It is considered that the proposal does not conform with this concept in that the proposed vertical G.R.P.panel would introduce an alien and unduly conspicuous feature which would detract from the character and appearance of the building and thereby be detrimental to the visual amenities of the street scene,particularly as the adjoining building is listed as being of Special Architectural or Historic Interest.
