1.	Policy HOU17 of the Great Yarmouth South West Area (Statutory) Local Plan states that extensions and alterations to dwellings may be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or altertion must be in keeping with the design of the existing dwelling and the character of the area. In this instance the proposed two- storey extension would be out of scale and character with the existing pair of semi-detached houses and would be unneighbourly having an overbearing impact on the occupiers of the attached dwelling. The proposal would thereby be contrary to the provisions of the Local Plan.
