| 1. | The Norfolk Structure Plan states that, outside towns and villages,
planning permission for new residential development will not be given
unless it is justified for agriculture, forestry, organised recreation or
tourist facilities or the expansion of existing institutions, and the need
for the development could not be met within an existing settlement and
there are no overriding environmental objections. The proposal would be
contrary to the provisions of the Structure Plan in that the dwelling would
be sited in the countryside outside an existing settlement. The evidence
that has been put forward in respect of the need for a dwelling in this
location is insufficient to justify a departure from national and local
policies designed to protect the countryside. |
| 2. | The proposal constitutes a cramped form of development which would detract
from the amenities of the adjoining dwelling and be out of keeping in this
essentially rural area. In respect of the latter, the area of land in
which the application site is set, together with the adjacent lane, form a
clear break in the existing group of buildings, and with its attractive
views of the open countryside beyond, constitutes a valuable asset to the
general amenities of the locality. |
| 3. | Damgate Lane is sub-standard in width and has restricted forward visibility
and is, consequently, unsuitable to cater for any additional development/
traffic movements. |
