1.	The proposed dwellings are located outside of any existing settlement and this proposal is considered to be contrary to Policy H.6 of the Norfolk Structure Plan concerning residential development outside towns and villages and contrary to the draft policies of the Borough-wide Local Plan. There are not considered to be compelling and justifiable circumstances that would warrant a departure from established policy in this instance.
2.	The proposed dwellings would be detrimental to the setting of the adjacent listed building.
