| 1. | The proposal is contrary to the 'amenity' element of Advertisement policies A3 and DHE6 and the 'amenity' element of the Control of Advertisements Regulations 2007. The large, contemporary, raised up and illuminated nature of the D48 screens are considered to make the proposal out of keeping with the characteristics of the historic seafront locale. It is considered the proposal would assume undue prominence within the street scene and fail to meet the high-quality design expectations for the Great Yarmouth Seafront Area. The proposal fails to preserve the special interest of the Grade II Listed Scenic Railway Roller Coaster and the harm is not considered to be outweighed by the public benefits of the proposal. The proposal is also considered to be out of keeping with the residential uses opposite the site. The proposal is contrary to Local Plan policies CS10 and E5 and Emerging Policy DHE2 regarding the historic environment, Local Plan policy A1 and Emerging policy HEC7 regarding amenity, Local Plan policy GY6 and Emerging Local Plan policy URB12 regarding the Great Yarmouth Seafront Area and Local Plan Policy CS9 and Emerging policy DHE1 regarding design. The proposal is also contrary to Section 66 of The Planning (Listed Buildings and Conservation Areas) Act 1990 and Section 20 of the National Planning Policy Framework (NPPF). |
