1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans and details received by the Local Planning Authority on 15/05/2026: - Site Location Plan: 15 Heather Road - Proposed Plans and Elevations: Drawing ref. 588/01 - Noise Management Plan - Design and Access Statement The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.The dog grooming salon hereby permitted shall be operated only by the occupier of the main dwelling known as "15 Heather Road, Belton", and the premises shall not at any time be used separately from nor severed from the curtilage and ownership of this residential dwelling. The reason for the condition is :- In the interests of protecting the amenities of local residents whilst allowing an acceptable degree of homeworking, in accordance with Core Strategy Policies CS6 and CS9 and Local Plan Part 2 Policy A1.
4.The use of the premises as a dog grooming salon, and appointments for customers, shall not take place outside the hours of use listed below: 09:00 - 18:00 Monday to Saturday. No appointments or use of the grooming salon is to take place on Sundays or Bank or Public Holidays. The reason for the condition is :- To enable the Local Planning Authority to retain control over the site and its intensity of use in the interests of protecting the residential amenities of the occupiers of nearby dwellings in line with Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy A1.
5.The dog grooming salon hereby permitted shall not be used to treat any more than three dogs from the same household at any one time. The salon shall be operated only on an appointment-only basis. The reason for the condition is :- To ensure that the number of visitors and dogs is limited to a suitable level in the interests of protecting neighbouring amenity, in accordance with Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy A1.
6.The dog grooming salon hereby permitted shall only provide services to customers through an appointment-only pre-booking system, and shall at all times operate with a minimum of a 15-minute gap between appointments. The reason for the condition is :- To ensure dogs from different households do not meet either within or as feasibly as possible outside the property, in the interest of mitigating noise for the benefit of protecting neighbouring amenity, in accordance with Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy A1.
7.The submitted Noise Management Plan referred to in Condition 2 of this permission shall be adhered to at all times during the opening hours of the dog grooming salon use hereby permitted. The reason for the condition is :- In the interests of protecting residential amenity in accordance with Policies A1 and E6 of the Local Plan Part 2.
8.Prior to the first use of the development hereby permitted the proposed on-site car and parking area shall be laid out, demarcated, and made available for customers' use, in accordance with the approved plan referred to in Condition 2 of this permission, and shall thereafter be retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking areas, in the interests of satisfactory development and highway safety in accordance with Policy CS16 of the Core Strategy.
9.INFORMATIVE: Trade Waste: The applicant is advised that businesses require a Trade Waste contract to dispose of all waste associated with commercial activities as stated in the Environmental Protection Act 1990, Section 34.
10.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
