| 1. | The scale and appearance of the proposed roof extension to the side and rear of the existing semi-detached hip roofed bungalow would not conform with Core Strategy Policy CS9, Local Plan Part 2 Policy H9, Emerging Plan Policy HOU11 or Design Code sections BF1 or CI1 in terms of maintaining or enhancing the character of the existing dwelling and the surrounding area and having been designed with regard to local context.
The combined scale, form and massing of the proposed first floor side and rear roof extension would detract from the character and appearance of the bungalow, the street scene, and the wider area. The proposal would be out of character for an area characterised by low building heights and relatively cohesive bungalows of similar built form and gabled and hipped roofs. The proposed massing is considered to result in the dwelling having a 'top heavy' appearance as well as resulting in the loss of the existing roof profile and the introduction of an alien form to the roofscape.
The scale and form of the side and rear roof extension is also considered to result in poor elevational treatment to the south side which would negatively impact visual amenity in the immediate surroundings.
In summary, the combined scale, form and massing of the proposed first-floor side and rear extension would detract from the character and appearance of the host bungalow, the street scene, and the wider area. This would be contrary to CS Policy CS9, LP Policy H9, Emerging LP Policy HOU11, the adopted Design Code and the design aims set out in the National Planning Policy Framework, which includes a requirement to ensure that developments are visually attractive as a result of good architecture and sympathetic to local character and the surrounding built environment. |
