1.	The submitted details illustrate a full height partition which will be fixed to the floor and ceiling joists, with perimeter gaps sealed by intumescent mastic. The approved heritage statement clearly states on p.19 that the internal partitions will have high level glazing which would "divide the current room into two separate rooms without the need for a new external window". A full height partition would remove the possibility for borrowed light into family room 2 (and the corridor adjacent to family room 1) and would therefore likely necessitate further interventions for adequate lighting. In addition, high level glazing would enable the historic planform to be partially legible, with the cornicing and portrait rail appreciated as continuous features - which would not be possible with full height partitions. For the reasons outlined above, the submitted details are not considered to satisfy the requirements of Condition 4 due to the additional harm caused by the full height partition. In respect of Section 16(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990, the scheme fails to preserve the special interest of the listed building. This condition discharge application is therefore hereby REFUSED.
