| 1. | Insufficient information has been submitted to justify and fully assess the impact that the proposed works would have on the historic fabric and significance of the listed building. The proposed stairlifts and lobby would have significant detrimental impacts on the special historic interest of the listed building. The proposed stairlifts would be visually intrusive and unremittingly contemporary in form, character and appearance and would thus detract from an appreciation of the architectural interest of the building.
The proposed works would cause less than substantial harm to the significance of the listed building, making paragraphs 212, 213 and 215 of the NPPF relevant.
Paragraph 215 of the NPPF indicates that 'where a development proposal will lead to less than substantial harm to the significance of a designated heritage asset, this harm should be weighed against the public benefits of the proposals. Given the reasons above, it not considered that the benefits of the proposal outweigh the harm identified in relation to the proposals.
The proposals thus fail to preserve or enhance the special interest of the listed building, contrary to Section 16(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990. The proposed works would therefore fail to accord with the requirements of Policies CS10 of the Core Strategy and E5 of the Local Plan Part 2. |
