| 1. | The proposed communications kiosk would be harmful to the visual amenity of the area by virtue of its bulky design and incongruity with the character of the street scene, and would not complement the regeneration plans anticipated to come forward under adopted Core Strategy policy CS17. The proposed siting, on a shared section of pedestrian and cycle footway, adjacent to the highway would also result in detriment being caused to the safe functioning of the highway. The limited enhancements to the existing telecommunications network would not outweigh the harm caused by the siting of the communications kiosk in this location. The proposal therefore fails to comply with the requirements of policies CS9, CS16 and CS17 of the Core Strategy, and policies E5 and I2 of the Local Plan Part 2, and would be contrary to the expectations of the adopted Borough-wide Design Code Supplementary Planning Document. |
