1.The tree is distinctive, sited in a prominent position and makes a positive contribution to the amenity and character of the area. The application is hereby refused as it has not been demonstrated that there are no remedial works to overcome the issues raised by the applicant without felling the tree, and the tree contributes positively to public amenity, and provides a significant contribution to the visual amenity of the area. There has been no robust arboricultural justification provided for the removal of the trees with the conclusions drawn within the submitted arboricultural report not fully aligning with the findings of the assessment, and the application not being supported by evidence to show that remediation works would not alleviate some of the issues raised. Additionally, the species for the proposed replacement planting is considered unsuitable for the location with a species with greater tolerance to vehicle emissions and associated environmental stressors being more appropriate. Therefore the application fails to comply with Core Strategy (2015) Policies CS09 and CS11 and Local Plan Part 2 (2021) Policy E4.
