1.The development shall be carried out in accordance with the following plans received by the Local Planning Authority: Received on 1 June 2026: -Floor Plan Treatment 3.0 -Floor Plan home 3.0 Received on 2 February 2026: -Block Plan -Location Plan (Plan reference TQRQM26033112741483) -Supporting Statement The reason for the condition is:- To define the permission and for the avoidance of doubt.
2.The beauty salon use hereby approved shall be operated only by an occupier of the main dwelling known as "53 Tillett Close" as defined by Location Plan (Plan reference TQRQM26033112741483), and the premises shall not at any time be severed from the curtilage and ownership of this residential dwelling. The reason for the condition is:- In the interests of the amenities of local residents and highway safety, in accordance with Local Plan Policy SUT2 and Local Plan Policy HEC7. In addition, the condition restricts the use to a one which is akin to home-working, as supported by Local Plan Policy EMP1. As the site is located within a sequentially inappropriate location, the condition also helps protect the vitality of viability of identified centres, in accordance with Local Plan Policy RTC1 and Local Plan Policy RTC2.
3.Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (as amended), or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification), the development hereby permitted shall be used as a beauty salon only and for no other use whatsoever including other uses within Use Class E - Commercial, Business and Service. Should the beauty salon use cease, the use of the room shall revert to a use incidental to the use of the associated dwelling known as "53 Tillett Close" as defined by Location Plan (Plan reference TQRQM26033112741483). The reason for the condition is:- In the interests of protecting the amenities of local residents in accordance with policies Local Plan Policy HEC7, and to ensure the Local Planning Authority retains control over the use of the building. In addition, the condition restricts the use to a one which is akin to home-working, as supported by Local Plan Policy EMP1. As the site is located within a sequentially inappropriate location, the condition also helps protect the vitality of viability of identified centres, in accordance with Local Plan Policy RTC1 and Local Plan Policy RTC2.
4.The beauty salon use hereby permitted shall treat no more than a single customer at any one time and shall be operated only on an appointment-only basis. The reason for the condition is:- To ensure that the number of visitors is retained to a suitable level in the interests of neighbouring amenity and highway safety, in accordance with Local Plan Policy SUT2 and Local Plan Policy HEC7.
5.There shall be no use of the development for the purposes of a beauty salon outside the hours of use listed below: 09:30 - 17:00, Monday to Friday. and there shall be no use of the site on Sundays, Bank holidays or public holidays. The reason for the condition is:- To ensure the use operates in the manner proposed, and to enable the Local Planning Authority to retain control over the site and its intensity of use, in the interests of neighbouring amenity and highway safety, in accordance with Local Plan Policy HEC7 and Policy SUT2 .
6.Within 3 months of this decision notice permitted space sufficient to the satisfaction of the Local Planning Authority shall be provided within the site (excluding any garage) to enable three cars to park. This area shall be laid out, signed and retained thereafter available for that specific use. The reason for the condition is :- To ensure the provision of adequate on-site parking and turning facilities for the development and so that vehicles may enter and leave the site in a forward gear in the interests of highway safety, in accordance with Local Plan Policy SUT2.
7.INFORMATIVE NOTE: STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
8.INFORMATIVE NOTE: Trade waste: The applicant is advised that businesses require a Trade Waste contract to dispose of all waste associated with commercial activities as stated in the Environmental Protection Act 1990, Section 34.
