| 1. | The proposed porch, by virtue of its excessive scale (height 3.8m, depth of 2.3m) and massing, would represent an over-dominant and incongruous addition that fails to appear subservient to the host dwelling. The proposal is akin to a full front extension rather than a subordinate porch as the development would project within 70cm of the highway boundary on a highly prominent corner plot, exacerbating its visual impact on the street scene. Furthermore, the design fails to take inspiration from the host property or the wider estate, which is characterised by modest, uniform front canopies. The introduction of two extensive, blank brick side walls with no windows, visual relief, or the distinctive brick banding of the original dwelling constitutes poor design that fails to respect local context or host dwelling.
Consequently, the proposal would result in an alien and jarring feature harmful to the visual amenities and character of the immediate surrounding area. The development is therefore contrary to Policies CS09 of Great Yarmouth Core Strategy (2015) and H9 of the Great Yarmouth Local Plan Part 2 (2021) , Section CI1 of the Design Code SPD, Paragraph 139 of the National Planning Policy Framework, and Emerging Policy HOU11 of the Emerging Local Plan (Examination Version 2026) to which significant weight should be afforded. |
