1.This response has been made at officer level under delegated powers and has it has been determined that an Environmental Statement is required as the proposal represents EIA Development within the meaning of the above Regulations. The proposal has been assessed as having the potential to give rise to significant effects upon undesignated heritage assets, namely archaeological features. The Norfolk Historic Environment Service have advised that undesignated heritage assets, represented by artefacts of Iron Age, Roman and post-medieval date, have been recorded from the field in which the reservoir is proposed. Cropmarks of probable archaeological origin have also been recorded from aerial with and adjacent to the site. These matters need to be considered through an Environmental Statement (ES) unless otherwise first demonstrated to not present a risk of creating a significant effect. At this stage, please be advised that a planning application for the development would require submission of an Environmental Statement, and any alternative proposal under 'prior approval' or 'prior notification' would not be considered able to comprise permitted development whilst it is considered to be EIA Development.
