1.The consent hereby granted shall expire at the end of 10 years from the date of this decision. The reason for the condition is: - The proposed advertisements would be digital and displayed on screens housed within the BT street hub and as such, they would not be subject to the wear and tear typically associated with traditional paper advertisements. This would assist in ensuring that the visual amenity of the area is maintained to a satisfactory standard. Extending the consent period beyond the usual 5 year period would not result in the impacts of the proposed advertisements substantially altering, given their means of display and the level of control imposed by the conditions to be applied. The proposed 10 year consent period would therefore not result in significant harm being caused to the visual amenity or highway safety of the area if displayed for a period longer than the usual 5-year consent period and would comply with Regulation 14 (7) (a) of the Town and Country Planning (Control of Advertisements) Regulations 2007.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on 15/12/2025: - Site Location Maps: ref. 001 Rev A - Proposed Site Plan: ref. 002 Rev A - Existing and Proposed Elevations: ref. 003 Rev A - Council Messaging & Council 5% SOT - 'How to use it and what it means' Statement The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.The level of illumination of the illuminated signs shall not at any time exceed the thresholds contained within the Institute of Lighting Professionals (ILP) "Professional Lighting Guide 05/23 - The Brightness of Illuminated Advertisements Including Digital Displays", specifically 5000cd/sqm during daylight and 300cd/sqm at night. The reason for the condition is: - In the interests of highway safety.
4.The minimum display time for each advertisement shall be 10 seconds and there shall be no special effects (including noise*, smell, smoke, animation, flashing, scrolling, intermittent or video elements) of any kind before, during or after the display of any advertisement. No images that resemble official road traffic signs, traffic lights or traffic matrix signs shall be displayed. (*With the exception of telephony services within the hub). The reason for the condition is: - In the interests of highway safety
5.The interval between successive displays shall be a 2 second (minimum) fade and the complete display screen shall change without visual effects (including swiping or other animated transition methods) between each advertisement. The reason for the condition is: - In the interests of highway safety.
6.The following conditions shall also apply: - a - No advertisement is to be displayed without the permission of the owner of the site on which they are displayed (this includes the highway authority, if the sign is to be placed on highway land); b - No advertisement is to be displayed which would obscure, or hinder the interpretation of, official road, rail, waterway or aircraft signs, or otherwise make hazardous the use of these types of transport; c - Any advertisement must be maintained in a condition that does not impair the visual amenity of the site; d - Any advertisement hoarding or structure is to be kept in a condition which does not endanger the public; and e - If an advertisement is required to be removed, the site must be left in a condition that does not endanger the public or impair visual amenity. The reason for the condition is: - To comply with Schedule 2 of The Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
7.The arrangements for the delivery of the 5% annual free screen time (876 hours per unit) for Council and Community messaging shall be carried out in accordance with the details provided by the 'Council Messaging' supporting statement. The unit shall thereafter be operated in accordance with the statement hereby approved for its lifetime. The reason for the condition is :- To ensure that the community benefits provided by the Street Hub are available for use by the council and local community.
8.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
