| 1. | Due to the scale, raised height and prominent location of the advertisement, the proposal is not considered to preserve the character or appearance of the No 2 Market Place, Rows and North Quay Extension Conservation Area or to be in-keeping with the town centre characteristics of the area. It is therefore not considered to comply with Local Plan Part 2 policies A3 and E5 (Adopted 2021), Core Strategy Policy CS10 (Adopted 2015) regarding amenity and furthermore fails to comply with Emerging Local Plan Policies DHE4 and DHE6 also with regards to amenity. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for advertisement consent, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the proposed advertisement is not considered to represent an acceptable form of advertisement and has been refused for the reasons set out above. |
