1.The proposed replacement roof, by virtue of the significant increase in height, change in form, and overall appearance, would substantially harm the character of the dwelling and wider street scene. The proposal therefore fails to respond to, and draw inspiration from the surrounding area's distinctive, built characteristics. The increase in the overall scale, the loss of the original form, and the massing of the building would all result in the proposals failing to reinforce local identity and fail to maintain or enhance the character and appearance of the building, street scene, its immediate surroundings and the wider setting. The application is therefore contrary to Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy H9.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
