1.The application site is located within Flood Zone 2. The proposed change of use includes a bedroom located at ground floor level. As an HMO this bedroom will be an occupant's sole living space, and will contain all their belongings. This contrasts to the previous use of a dwelling house, as conventionally, sleeping accommodation would have been mostly confined to the first floor or above. The use of the property as an HMO is considered by the Local Planning Authority to result in an increase in flood risk to occupants due to the provision of sleeping accommodation on the ground floor and a lack of communal safe refuge area at first floor or above. As the proposal includes sleeping accommodation on the ground floor there would be a potential danger of loss of life during a flood event. The Flood Risk Assessment submitted does not comply with the requirements for site-specific Flood Risk Assessments, as set out in Flood Risk and Coastal Change Planning Practice Guidance and the mitigation outlined in the Flood Risk Assessment of having electrical sockets 450mm above the floor level and utilising flood resistant finishes is not sufficient to mitigate this increased risk. The proposal is therefore contrary to Core Strategy (2015) Policy CS13 and Paragraph 181 of the National Planning Policy Framework (December 2024).
2.Emerging Policy HOU7 - Houses in Multiple Occupation states that planning permission for new HMO's will only be granted where a) the site or building is not within 25m of another existing HMO to prevent clustering and other adverse impacts on residential dwellings within the area. This Policy can be given substantial weight in the decision making process due to a lack of unresolved objections. The application site is located less than 25 metres away from 34 Crown Road which is a lawful C4 HMO and therefore when assessed against the emerging policy the proposal is not acceptable in principle and this contributes towards the unsatisfactory nature of the proposal.
