| 1. | By virtue of the awkward juxtaposition of the flat roof and dual pitched roof to the front elevation, and expanse of the proposed front elevation, the proposal would not appear subordinate to the host building and result in a visual imbalance constituting poor design, and would therefore fail to maintain or enhance the character and appearance of the building, street scene, its immediate surroundings and the wider area.
The west elevation would be a large expanse of a featureless brick wall, served with a flat roof. This would result in a bulky, squat, dominating appearance which would fail to maintain or enhance the character and appearance of the building, street scene, its immediate surroundings and the wider area.
Therefore, the application is contrary to Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy H9, and is refused in line with the requirements of paragraph 139 of the National Planning Policy Framework. |
| 2. | The proposed extension, would, by virtue of its overall depth and close proximity to the terraced dwellings to the west, result in overshadowing and a sense of overbearing for numbers 11, 13 and 15 Dodd Close. This would be significantly detrimental to their residential amenity and enjoyment of their property. The application is therefore contrary to Core Strategy (2015) Policy CS9, Local Plan Part 2 Policies H9 and A1 and National Planning Policy Framework Paragraph 135. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
