| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 27th October 2025:
- Site Location Plan; drawing reference: C3602-1
- Proposed Block Plan; drawing reference: C3602-2A
- Proposed Floor Plans and Elevations; drawing reference: C3602-5B
- Flood Warning and Evacuation Plan
The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning. |
| 3. | The C4 House of Multiple Occupation hereby permitted shall not be occupied by any more than six people at any one time. Only the rooms labelled as Bedrooms 1, 2, 3, 4, 5 and 6 on the approved floor plan (as detailed on Drawing Number C3602-5B) shall be used for bedroom accommodation and at no time shall these bedrooms be permanently occupied by more than one person. All other rooms within the property shall remain available for use as communal facilities.
The reason for the condition is :- To ensure that adequate facilities are provided to occupants of the HMO and to mitigate any adverse impacts to neighbours in accordance with Policies H12 and A1 of the adopted Great Yarmouth Local Plan Part 2 (2021). |
| 4. | No occupation of the C4 House of Multiple Occupation hereby permitted shall take place until such time that details in drawn form have first been submitted to and approved in writing by the Local Planning Authority demonstrating the provision of secure cycle parking within the rear yard sufficient to accommodate 6 bicycles. The cycle parking shall be provided prior to the first occupation of the property as a C4 House in Multiple Occupation and thereafter be retained in the approved form and be made available for that specific use for the lifetime of the development.
The reason for the condition is: - To ensure the provision of adequate cycle parking that meets the needs of occupiers of the proposed development and in the interests of encouraging the use of sustainable modes of transport; in accordance with Core Strategy (2015) Policy CS16. |
| 5. | The Flood Warning and Evacuation Plan shall be be made available to all occupiers of the site and management and staff thereof prior to the first use of the C4 House of Multiple Occupation hereby approved. The development shall continue to be operated thereafter in accordance with the Flood Response Plan in perpetuity and all subsequent occupiers shall be advised of this accordingly.
The reason for the condition is: - To minimise the risk to the occupants in the event of flooding in accordance with Policy CS13 of the adopted Great Yarmouth Local Plan Core Strategy (2015). |
| 6. | The bin storage enclosure shall be constructed in accordance with the approved details (as shown drawing C3602-2A) and made available for use in the approved location prior to the first occupation of the C4 House of Multiple Occupation hereby permitted. The bin storage enclosure shall be retained in its approved form for the lifetime of the development.
The reason for the condition is: - To ensure adequate bin storage provision and in the interests of neighbouring amenity; in accordance with Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policies A1 and H12. |
| 7. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
