| 1. | The development hereby permitted must be begun not later than the expiry of two years from the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with Condition 1 of the parent outline planning permission 06/24/0742/O and the requirements of Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory
Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on
- Floorplans, elevations and site plan reference 2010/1 dated November 2025 received 27 January 2026
- Arboricultural Impact Assessment (AIA) reference OAS 23-226-AR01 Rev B dated January 2026 received 7 January 2026
The reason for the condition is:-
For the avoidance of doubt and to define the permission. |
| 3. | All approved tree protection measures (detailed in Arboricultural Impact Assessment (AIA) reference OAS 23-226-AR01 Rev B dated January 2026 received 7 January 2026) are to be installed prior to the commencement of development work to implement this planning permission.
Furthermore BS5837:2012 recommendations are to be adhered to during development.
The approved tree protection measures are to be maintained in good condition and adhered to throughout the construction period. Unless otherwise agreed in writing by the Local Planning Authority, no construction-related activities (for example: storage and/or siting of: vehicles, fuel, materials, site huts or other buildings or ancillary equipment; raising of lowering of ground levels; installation of underground services, drains; lighting of fires etc.) may be undertaken within the identified Construction Exclusion Zones and fenced areas.
In the event that any tree(s) become damaged during construction, the Local Planning Authority shall be notified, and remedial action agreed and implemented.
Reason for the condition:
To ensure existing trees are protected during site works in the interests of the visual amenity of the area and the satisfactory appearance of the development in accordance with Local Plan Part 2 (2021) E4. |
| 4. | Development shall not progress above slab level until full details of both hard and soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. These details shall include a plan and description detailing:
a) All Hard surfacing materials ;
b) Soft landscaping details, including planting plans, written specifications (including cultivation and other operations associated with plant and grass establishment), and schedules of plants noting species, plant sizes, and proposed numbers/densities;
c) A timetable for implementation.
The landscaping works shall be carried out in accordance with the approved details. The soft landscaping works shall be implemented strictly in accordance with the approved timetable, or within the first available planting season following the completion of the development or the first occupation, whichever is the sooner.
Any trees or plants which, within a period of 5 years from the completion of the landscaping scheme, die, are removed, or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation.
Reason:
To ensure the provision, establishment, and maintenance of an appropriate landscape scheme in the interests of the visual amenities of the locality, to integrate the development into its surroundings, and to enhance biodiversity, in accordance with with CS11 of the Core Strategy (2015) and E4 of the Local Plan Part 2 (2021). |
| 5. | Prior to first occupation details of the boundary treatments shall be submitted to and approved in writing by the local planning authority. Details shall include a plan indicating the positions, design, materials, planting and type of boundary treatments to be erected / planted / retained.
Any close boarded fences shall have at least 3 small mammal (Hedgehog) holes installed at 13 x 13cm. There shall be at least one hole on each elevation.
The boundary treatment shall be completed before first occupation of the hereby approved dwelling and the development shall be carried out in accordance with the approved details and retained as such thereafter.
Reason for the condition
In the interests of the satisfactory appearance of the development in accordance with CS11 of the Core Strategy (2015) and E4 of the Local Plan Part 2 (2021) and to enable small mammals to continue to move through the site to provide biodiversity mitigation in accordance with the aims of Core Strategy (2015) Policy CS11. |
| 6. | There shall be no occupation of the dwelling hereby approved until details of the biodiversity enhancement measures have first been submitted to and approved in writing by the Local Planning Authority. These shall include at least two bat tubes/boxes and one swift bird box.
The details shall include a site plan/block plan showing the proposed locations of the measures to be installed in the site and photographs of the installed measures. The biodiversity enhancement measures shall thereafter be carried out in strict accordance with the approved details and the biodiversity enhancement measures shall be retained as such in perpetuity.
The reason for the condition is: -
To provide biodiversity enhancements on site in accordance with the aims of Core Strategy (2015) Policy CS11. |
| 7. | The first floor window serving the en-suite on the east elevation shall be fitted with obscure glass to a level equivalent to Pilkington Privacy Level 5 which shall be installed prior to the first occupation of the dwelling and this obscure glazing shall be retained thereafter in perpetuity.
The reason for the condition is:-
In the interests of the residential amenities of the occupiers of nearby properties, in accordance with policy CS9 of the Core Strategy (2015), and policies A1 and A2 of the Local Plan Part 2 (2021). |
| 8. | No external lighting shall be installed other than in accordance with the recommendations set out in paragraph 6.2.18 and 6.2.19 of the Ecological Impact Assessment report submitted under 06/24/0724/O (reference 244-2200-GE-SF) dted May 2023.
The reason for the condition is: -
To mitigate the development's impact upon bats in accordance with the aims of Core Strategy (2015) Policy CS11. |

STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |

The developer is advised that the corresponding outline planning permission reference 06/24/0742/O sits alongside this reserved matters applications and the conditions added to 06/24/0742/O remain in place. |
| 11. | INFORMATIVE
The developer is advised that a unilateral undertaking is in place for this development, as signed under the outline planning permission reference 06/24/0742/O. The unilateral undertaking requires the new dwelling to be a self-build and be retained as such. |
