1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority: - Site Location and Block Plans, Drg. 765-02 Rev. B received 05/12/2025 - Proposed Plans, Drg. 765-01 Rev. C received 05/12/2025 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.Prior to the commencement of the use hereby permitted the vehicular access indicated for improvement on Drawing No. 765-01 Rev. C shall be widened to a minimum width of 8.46 metres in accordance with the Norfolk County Council residential access construction specification. Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway. Reason: To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway in the interests of highway safety and traffic movement, in accordance with Great Yarmouth Local Plan (2015) Policy CS16 which seeks to improve accessibility and transport.
4.The gradient of the vehicular access shall not exceed 1:12 for the first 5 metres into the site as measured from the near channel edge of the adjacent carriageway. Reason: In the interests of the safety of persons using the access and users of the highway, in accordance with Great Yarmouth Local Plan (2015) Policy CS16 which seeks to improve accessibility and transport.
5.Notwithstanding the provision of the Town and Country Planning (General Permitted Development) Order (2015), (or any Order revoking, amending or re-enacting that Order) no gates/bollard/chain/other means of obstruction shall be erected across the approved access unless details have first been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety, in accordance with Great Yarmouth Local Plan (2015) Policy CS16 which seeks to improve accessibility and transport.
6.Prior to the first occupation/use of the development hereby permitted a 2.4 metre wide parallel visibility splay shall be provided across the whole of the site's roadside frontage. The splay shall thereafter be maintained at all times free from any obstruction exceeding 0.6metres above the level of the adjacent highway carriageway. Reason: In the interests of highway safety in accordance with the principles of the NPPF, in accordance with Great Yarmouth Local Plan (2015) Policy CS16 which seeks to improve accessibility and transport.
7.Prior to the first occupation/use of the development hereby permitted the proposed on-site car parking/turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. Reason: To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety, in accordance with Great Yarmouth Local Plan (2015) Policy CS16 which seeks to improve accessibility and transport.
8.INFORMATIVE: This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. A formal application to the County Council is required to form the new vehicle access and this can be made online using the following web address: https://www.norfolk.gov.uk/droppedkerbs Please note that it is the Applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
9.INFORMATIVE: It is the Applicant's responsibility to clarify the boundary with the Public Highway, which includes a Public Right of Way. Private features such as fences, hedges or walls will not be permitted on highway land. The highway boundary may not match the applicant's title plan.
