1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following documents received by the local authority on the 2nd september 2025: Design and Access Statement- Rev.A- Dated August 2025 Site Location Plan- Project no 8764 - Drawing No: P03- Dated August 2025 And the revised documents recieved on the 3rd October 2025: Proposed Site Layout- Project no 8764 - Drawing No: P03- Dated August 2025- Rev A Proposed High Ropes Structure- Project no 8764 - Drawing No: P14 Proposed Drink Bar- Project no 8764 -Drawing No: P13- Dated September 2025 Multi Use Sport Area MUGA- Project no 8764 -Drawing No: P11- Dated September 2025 Proposed Archery Tent- Project no 8764 -Drawing No: P12- Dated September 2025 Proposed Canopy - Project no 8764 -Drawing No: P07- Dated September 2025 Proposed Stage - Project no 8764 -Drawing No: P8- Dated September 2025 Bounce Park Inflatable Play- Project no 8764 -Drawing No: P9- Dated September 2025 BNG- Post Development Habitat Map- September 2025- Drawing 25-2709 Arboricultural Impact Assessment- OAS 25-346-AR01- Rev A- dated August 2025 And the following document received on the 26th November 2025: Preliminary Ecological Appraisal- PRP- Ref: Eco PEA 225, EcoCheck Ref: JH_225PEA- Dated: November 2025 -Rev B The reason for the condition is:- For the avoidance of doubt.
3.No development involving works which disturb unmade or natural ground shall commence until a detailed surface water drainage scheme, based on sustainable drainage principles, has been submitted to and approved in writing by the Local Planning Authority. The scheme shall: -Demonstrate that natural infiltration is achievable and that post-development runoff rates will be limited to greenfield rates; -Set out the capacity and performance of any existing drainage infrastructure intended to be retained or utilised; -Demonstrate that the proposed development, including any revised layout, pathways or landscaped areas, will not increase flood risk on or off the site; -Provide details of the design, location, capacity and long-term maintenance arrangements of all SuDS components proposed. The development shall thereafter be carried out, managed and maintained in full accordance with the approved details. Reason: To ensure that adequate and sustainable surface water drainage is provided to serve the development, to ensure that existing and proposed systems operate effectively following changes to site layout; and to prevent increased flood risk on or off site, in accordance with Core Strategy Policies CS11, CS12 and CS13 and the National Planning Policy Framework.
4.If commencement has not been made within 12 months of the date of this permission then a revised Biodiversity Net Gain Statement, Plan and Matrix shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter take place in accordance with the revised Biodiversity Net Gain Statement, Plan and Matrix. The reason for the condition is :- In the interests of ensuring measurable net gains to biodiversity in accordance with Core Strategy (2015) Policy CS11 and the requirements of Schedule 7A of the Town and Country Planning Act 1990 (inserted by the Environment Act 2021).
5.The development hereby permitted shall be carried out in accordance with the submitted Preliminary Ecological Appraisal- PRP- Ref: Eco PEA 225 -EcoCheck Ref: JH_225PEA- Dated: November 2025 -Rev B (With particular note to Appendix 3- BNG assessment.) and the BNG- Post Development Habitat Map- September 2025- Drawing 25-2709 or an updated Biodiversity Net Gain Plan as required by condition 3 of this permission) to ensure that there is a minimum 10% net gain in biodiversity within a 30 year period as a result of the development and the Report shall be implemented in full. No development shall commence until a Habitat Management and Monitoring Plan (HMMP) is submitted to and approved in writing by the Local Planning Authority to ensure that there is a minimum 10% net gain in biodiversity within a 30 year period as a result of the development, either on-site, off-site or by credits. The Habitat Management and Monitoring Plan (HMMP) where applicable for on-site and off-site provision shall include 30 year objectives, management responsibilities, maintenance schedules and a methodology to ensure the submission of monitoring reports. Where relevant, monitoring reports will be submitted to the Local Planning Authority and approved in writing during years 2, 5, 7, 10, 20 and 30 from commencement of development unless otherwise stated in the Habitat Management and Monitoring Plan (HMMP), demonstrating how the BNG is progressing towards achieving its objectives, evidence of arrangements and any rectifying measures needed. The reason for the condition is :- In the interests of ensuring measurable net gains to biodiversity in accordance with Core Strategy (2015) Policy CS11 and the requirements of Schedule 7A of the Town and Country Planning Act 1990 (inserted by the Environment Act 2021).
6.The stage and canopy hereby approved and detailed in Proposed Canopy - Project no 8764 -Drawing No: P07- Dated September 2025, and Proposed Stage - Project no 8764 -Drawing No: P8- Dated September 2025 shall be constructed using timber. No alternative materials shall be used unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure the development is in keeping with the character and appearance of the site and surrounding area, in accordance with Core Strategy (2015) Policy CS9.
7.No development shall take place (including any demolition) until a 'lighting design strategy for biodiversity' for foraging bats as (identified in the PEA) shall be submitted to and approved in writing by the local planning authority. The strategy shall: a. Identify those areas/features on site that are particularly sensitive for bats and that are likely to cause disturbance in or around their breeding sites and resting places or along important routes used to access key areas of their territory, for example foraging; and b. Show how and where external lighting will be installed (through the provision of appropriate lighting contour plans and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent the above species using their territory or having access to breeding sites, resting places or feeding areas. All external lighting shall be installed in accordance with the specifications and locations set out in the strategy, and these shall be maintained thereafter in accordance with the strategy. Under no circumstances should any other external lighting be installed without prior consent from the local planning authority. Reason: To safeguard foraging and commuting bats, which are a protected species, by ensuring that external lighting does not disturb their breeding, roosting, or feeding behaviour, in accordance with Core Strategy Policy CS1 and Core Strategy (2015) Policy CS11.
8.No development shall commence until the role and responsibilities and operations to be overseen by an appropriately competent person [e.g. an ecological clerk of works/onsite ecologist] have been submitted to and approved in writing by the local planning authority. The appointed person shall undertake all activities, and works shall be carried out, in accordance with the approved details. Reason: To ensure that all ecological mitigation and enhancement measures are properly implemented and supervised by a competent professional, in order to protect protected species and habitats in accordance with Core Strategy Policies CS1 and CS11.
9.No development shall take place (including any demolition) until a construction environmental management plan (CEMP: Biodiversity) has first been submitted to and approved in writing by the local planning authority. The CEMP shall include the following: · Risk assessment of potentially damaging construction activities; · Practical measures (both physical measures and sensitive working practices) to avoid or reduce impacts during construction; · The location and timing of sensitive works to avoid harm to biodiversity features; · The times during construction when specialist ecologists need to be present on site to oversee works; · Responsible persons and lines of communication; · The role and responsibilities on site of an ecological clerk of works (ECoW) or similarly competent person; If several years (2) have passed since surveys were undertaken then update surveys may be required at the reserved matters stage and any additional mitigation measures that need incorporating into the site's design agreed with the local planning authority. The validity of the ecological surveys will be informed by CIEEM guidelines (2019) see https://cieem.net/resource/advice-note-on-the-lifespan-of-ecological-reports-and-surveys/ The approved CEMP: Biodiversity shall be adhered to and implemented through the construction phases strictly in accordance with the approved details. Reason: To ensure that construction works are carried out in a manner that avoids or minimises harm to biodiversity and protected species, and to ensure compliance with the mitigation measures identified in the submitted ecological assessments, in accordance with Core Strategy Policies CS1 and CS11.
10.No development shall take place (including any demolition, a biodiversity enhancement plan shall be submitted and approved in writing by the local planning authority, detailing the enhancement measures for biodiversity on site. The biodiversity enhancement plan should include numbers and locations of bird boxes, bat boxes, habitat enhancements. The content of the method statement will include: · Purpose and objectives for the proposed works, · Detailed designs and/or working methods necessary to achieve the stated objectives · Extent and location of proposed works shown on appropriate scale maps and plans, · Timetable for implementation, demonstrating that works are aligned to the proposed phasing of construction, · Persons responsible for implementation of the works, · Initial aftercare and long-term maintenance (where relevant); · Disposal of any waste arising from works. The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter. To ensure the delivery of appropriate biodiversity enhancements on site, including provision for protected and priority species, and to secure long-term ecological benefits in accordance with Core Strategy Policies CS1 and CS11.
