1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on the dates listed below: - Site Location Plan: Drawing No. 5790.01 Rev B: Received: 11/09/2025 - Proposed Site Plan: Drawing No. 5790.03 Rev A: Received: 11/09/2025 - Proposed North and South Elevations: Drawing No. 5790.25: Received: 21/08/2025 - Proposed East and West Elevations: Drawing No. 5790.26: Received: 21/08/2025 - Proposed Single Unit Elevations: Drawing No. 5790.20: Received: 21/08/2025 - Proposed Double Unit Floor Plan: Drawing No. 5790.24: Received: 21/08/2025 - Proposed Single Unit Floor Plan: Drawing No. 5790.21: Received: 21/08/2025 - Flood Risk Assessment and Emergency Flood Plan: Ref. 128-051-RP1: Received: 21/10/2025 - Flood Warning and Evacuation Plan Policy: Ref. POL_014: Received: 28/01/2026 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.There shall be no use of the development hereby permitted until all staff and operatives have first been made aware of the requirements to comply with the measures set out in the submitted and approved Emergency Flood Plan and, Flood Warning and Evacuation Plan Policies, and have first received training to implement the Flood Evacuation Plan. The flood mitigation measures and the Evacuation Plan shall thereafter be maintained and retained in accordance with those submitted details. The reason for the condition is:- In the interests of the safety of the public and site operatives in the event of extreme weather and/or flooding, in accordance with policy CS13 of the Core Strategy (2015) and policy E1 of the Local Plan Part 2 (2021).
4.The development shall be operated in accordance with the Flood Response Plan included within the Flood Risk Assessment in perpetuity and this is to be made available to all subsequent owners and employees who are to be advised of this accordingly. This includes signing up to the Environment Agency's Flood Warnings Direct service. The reason for the condition is :- To minimise risk in the event of flooding in accordance with Policy CS13 of the adopted Great Yarmouth Local Plan Core Strategy (2015) and in accordance with the recommendations of the Flood Risk Assessment.
5.Notwithstanding the submitted details or the provisions of the Town and Country Planning Use Classes Order 1987 (or any Order revoking or re-enacting that Order) the cabins hereby approved shall only be used for office accommodation and for a welfare block only, and shall not be used for used for sleeping accommodation at any time. The reason for the condition is:- The use is for the staff of Waveney Mills only and is not suitable for alternative uses or for independent office use due to its location outside defined centres. In addition the Local Planning Authority seeks to retain control over the use of the site to limit its impacts on neighbouring areas, to limit exposure to flood risk, and minimise impacts on the local highway network, in accordance with policies CS9, CS10, CS16 and CS17 of the adopted Core Strategy and policies A1, E5, B1 and I1 of the Local Plan Part 2.
6.Notwithstanding both the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking or re-enacting that Order) and the Town and Country Planning (Use Classes) Order 1987 (as amended), or in any provision equivalent to Class E in any statutory instrument revoking and re-enacting that Order with or without modification, the cabins hereby approved as shown on drawing ref. 5790.24 shall only be used as office accommodation in association with activities of the Pasta Foods / operations of the Waveney Mill development and for no other purpose without first gaining the express written permission of the Local Planning Authority. The reason for the condition is :- To enable the Local Planning Authority to retain control over any future changes of use of the application site and to ensure that the amenity of the users of the site and neighbouring sites are protected, and to minimise impacts from additional parking and vehicle movements in accordance with Policy A1 of the Local Plan Part 2, and CS16 of the Core Strategy.
7.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
