1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 29th August 2025: - Site Location Plan - Combined plans - Existing and Proposed Elevations and Floor Plans, dated August 2025 The reason for the condition is :- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), the development hereby permitted shall not be used for any other purposes than those falling within Class E(a) of the Town and Country Planning (Use Class Order) 1987 (as amended), without first receiving the prior express permission of the Local Planning Authority. The reason for the condition is:- To retain the use for the purpose proposed, to ensure the use reflects the use considered, and to ensure there is no unacceptable impact on residential amenity.
4.No part of the proposed structure (to include fascia board/rainwater guttering, etc.) shall overhang or encroach upon highway land and no door/ground floor window shall open outwards over the highway. The reason for the condition is:- In the interests of highway safety.
5.A minimum vertical clearance of 2.4 metres shall be maintained at all times between the lowest part of the awning (when extended) and the level of the adjacent public highway. The reason for the condition is:- In the interests of highway safety.
6.NOTES - Please read the following notes carefully:- The applicant should be aware of the comments from the Norfolk Constabulary. The installation of good quality physical security fittings within the building is recommended (please refer to the SBD Non-Residential (Commercial) guide for standards and certification required.) Please consider the requirement for higher security rated doorsets, doorsets and surrounding building material to be fire retardant and anti-graffiti surface treatments to be applied to both. A suitably designed, fit for purpose, monitored alarm system should be installed if valuables are left in an unoccupied building. Such an alarm should be installed and maintained regularly by an NSI (National Security Inspectorate) or SSAIB (Security Systems and Alarm Inspectors Board) accredited company.
