| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section
91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004 |
| 2. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority:
- 2025-9SC-01 Rev A - Site Location Plan and Block Plan, received 26 September 2025;
- 2025-9SC-02 Rev A - Ground Floor and Roof Plan, received 26 September 2025;
- 2025-9SC-03 Rev B - Elevations, received 28 October 2025.

| 3. | The hairdresser use hereby permitted shall be operated only by the occupier of the main dwelling known as "5 Sands Close", and the premises shall not at any time be severed from the curtilage and ownership of this residential dwelling.
The reason for the condition is:-
In the interests of the amenities of local residents and highway safety, in accordance with policies CS09 and CS16 of the Core Strategy, A1 of the Local Plan Part 2 and Emerging Local Plan Policies SUT1 and HEC7. In addition, the condition restricts the use to a one which is akin to home-working, as supported by both Core Strategy policy CS6 and Emerging Policy EMP1. As the site is located within a sequentially inappropriate location, the condition also helps protect the vitality of viability of identified centres, in accordance with policy CS7 and Local Plan Part 2 Policy R1. |
| 4. | Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (as amended), or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification), the development hereby permitted shall be used as a hairdressers only and for no other use whatsoever including other uses within Use Class E. Should the hairdressing use cease, the use of the building should cease or revert to a use incidental to the use of the associated dwelling known as "5 Sands Close".
The reason for the condition is:-
In the interests of protecting the amenities of local residents in accordance with policies CS09 of the Core Strategy and A1 of the Local Plan Part 2, and Emerging Local Plan Policy HEC7, and to ensure the Local Planning Authority retains control over the use of the building. In addition, the condition restricts the use to a one which is akin to home-working, as supported by both Core Strategy policy CS6 and Emerging Policy EMP1. As the site is located within a sequentially inappropriate location, the condition also helps protect the vitality of viability of identified centres, in accordance with policy CS7 and Local Plan Part 2 Policy R1. |
| 5. | The hairdressers use hereby permitted shall treat no more than a single customer at any one time and shall be undertaken only on an appointment-only basis.
The reason for the condition is:-
To ensure that the number of visitors is retained to a suitable level in the interests of neighbouring amenity and highway safety, in accordance with Core Strategy Policies CS09 and CS16, Local Plan Part 2 Policy A1, and Emerging Local Plan Polices Policy SUT1 and HEC7. In addition, the condition restricts the use to a one which is akin to home-working, as supported by both Core Strategy policy CS6 and Emerging Policy EMP1. As the site is located within a sequentially inappropriate location, the condition also helps protect the vitality of viability of identified centres, in accordance with policy CS7 and Local Plan Part 2 Policy R1. |
| 6. | There shall be no use of the development for the purposes of hairdressing outside the hours of use listed below:
09:00 - 17:00 - Monday to Friday,
09:00 - 15:00 - Saturday
and there shall be no use of the site on Sundays, Bank holidays or public holidays.
The reason for the condition is:-
To ensure the use operates in the manner proposed, and to enable the Local Planning Authority to retain control over the site and its intensity of use, in the interests of neighbouring amenity and highway safety, in accordance with Core Strategy (2015) Policies CS09 and CS16, Local Plan Part 2 Polices A1 and R1, and Emerging Local Plan Policy HEC7. |

Trade waste: The applicant is advised that businesses require a Trade Waste contract to dispose of all waste associated with commercial activities as stated in the Environmental Protection Act 1990, Section 34. |
