| 1. | There is no submitted evidence to suggest that the Oak tree (TPO No.9 2016) - T1 (Oak) is not in good health and the tree works application is not supported by any professional arboricultural advice from an appropriate expert justifying the works applied for. The removal of this tree is therefore unjustified and would remove a tree with high visibility which would be detrimental to visual amenity and have an adverse effect on the street scene. The proposed replacement planting of a hornbeam is not considered sufficient to compensate for the loss of a mature oak tree of high visual amenity value. Therefore, the proposed works are REFUSED on the points raised above as the application fails to comply with Core Strategy (2015) Policies CS09 and CS11, Local Plan Part 2 (2021) Policy E4 and Emerging Local Plan Policy NAT10. |
