1.In the opinion of the Local Planning Authority, the proposed glazed balcony screening/panelling and use of stainless-steel balustrades is not considered appropriate in the context of the adjacent Grade II Listed Lighthouse and the contemporary nature and materials of the proposal is considered harsh and fails to either reference or be sympathetic to the listed building. As the proposed first-floor level glazed panelling and balustrades are directly adjacent and will visually be seen in direct context of the lighthouse, the proposal in terms of materials and appearance is considered to be inappropriate in this context and would cause less than substantial harm to the setting of the adjacent listed building. This harm would not be outweighed by any public benefits. The proposal is therefore considered to be contrary to Core Strategy (2015) Policies CS9 and CS10, Local Plan Part 2 (2021) Policies E5 and H9, Section CI2 of the Great Yarmouth Design Code (2024), and Paragraph 215 of the National Planning Policy Framework (December 2024).
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
