1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans and documents received by the Local Planning Authority; on 15 July 2025 -3231.24.3B Proposed Site Layout -3231.24.2 Existing Site layout -3231.24.6 Existing and Proposed Block Plans and Site Location plans -Preliminary Ecological Appraisal and Roost Assessment (Arbtech dated January 2025) -Bat Activity Survey Report V1.0 (Bench Ecology dated July 2025) -Arboricultural Impact Assessment (A.T. Coombes Associates Ltd dated March 2025) on 1 June 2025 -3231.24.5D Existing and Proposed Elevations -3231.24.4B Existing and Proposed Floor Plans The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.Works shall not in any circumstances commence unless the Local Planning Authority has been provided with a licence issued by Natural England pursuant to regulation 55[1] Conservation of Species and Habitats Regulations 2017 (as amended) authorising the specified activity/development to go ahead. The reason for the condition is :- In order to safeguard the ecological interests of the site in accordance with Policy CS11 and to protect the European Protected Species as required under The Conservation of Habitats and Species Regulations 2017.
4.The development shall be undertaken in accordance with the recommendations in the submitted Ecological reports (Preliminary Ecological Appraisal and Roost Assessment Arbtech dated January 2025, and Bat Activity Survey Report V1.0 Bench Ecology dated July 2025). The reason for the condition is:- In order to safeguard the ecological interests of the site in accordance with Policy CS11 and to protect the European Protected Species as required under The Conservation of Habitats and Species Regulations 2017.
5.All arboricultural works and protective measures outlined within the Arboricultural Impact Assessment (Arboricultural Impact Assessment A.T. Coombes Associates Ltd dated March 2025) must be fully implemented and adhered to throughout the entire development process. The reason for the condition is:- The existing trees represent an important visual amenity which the Local Planning Authority consider should be substantially maintained, in accordance with Local Plan Part 2 (2021) Policy E4.
6.Tree work should be carried out by trained, competent and appropriately insured arborists, to a good standard to comply with "BS5837:2012 Trees in relation to design, demolition and construction". The reason for the condition is :- To ensure an acceptable standard of work, thereby minimising possible damage and decay/disease in the future, in accordance with Local Plan Part 2 (2021) Policy E4.
7.INFORMATIVE STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
8.INFORMATIVE: Protected Species: The applicant should note that under the terms of the Wildlife and Countryside Act 1981, it is an offence to disturb nesting birds, bats their roosts and other protected species. You should note that work hereby granted consent does not override the statutory protection afforded to these species and you are advised to seek expert advice if you suspect that nesting birds, bats and other species will be disturbed.
