1.The development must be begun not later than three years beginning with the date of this permission. Reason: The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority: - Existing Plans, Elevations & Location Plan, drawing no. 8141/C1061902/GO/01 Revision A, V5, received 10/09/2025 - Proposed Plans, Elevations & Block Plan, drawing no. 8141/C1061902/GO/02 Revision A, V4, received 01/09/2025 - Existing & Proposed Drainage Layouts, 8141/C1061902/GO/032, V4, received 01/09/2025 - Schedule Of External Materials, Document 8141C1061902 Gorleston Issue 2, dated 01.09.2025, received 01/09/2025. Reason: For the avoidance of doubt.
3.Due to the close proximity of other residential dwellings the hours of any construction or refurbishment works that are audible outside of the boundary of the site shall be restricted to reduce the likelihood of noise disturbance to the hours of: - 0730 hours to 1830 hours Monday to Friday; - 0830 hours to 1330 hours Saturdays; and, - No work on Sundays or Public or Bank Holidays. Reason: In the interest of protecting nearby amenity in accordance with adopted Core Strategy Policy CS9 and Local Plan Part 2 Policies A1 and A2.
4.Prior to the first occupation of the development hereby permitted the proposed on-site cycle parking shall be provided in accordance with the approved plan and shall be retained thereafter available for that specific use. Reason: To ensure the provision of adequate cycle parking that meets the needs of occupiers of the proposed development and in the interests of encouraging the use of sustainable modes of transport in accordance with adopted Core Strategy Policies CS9 and CS16 and Local Plan Part 2 Policies A2 and I1.
5.There shall be no residential occupation of the development hereby permitted until a statement demonstrating how the accommodation units will be designed and built to achieve a water consumption rate of no more than 110 litres/person/day has been first submitted to and approved in writing by the Local Planning Authority. All required water conservation measures within the approved details shall thereafter be installed and maintained to achieve this agreed rate, prior to the dwelling being occupied, to ensure the required water consumption is not exceeded for the lifetime of the development. Reason: In the interests of promoting and securing water efficiency improvements to a higher standard than Building Regulations minimum standards require, to accord with adopted Local Plan Part 2 policy E7.
6.The conversion must be built to meet requirement M4(2) of Part M of the Building Regulations for accessible and adaptable dwellings. Reason: To ensure the development is accessible and adaptable for its lifetime in accordance with Policy A2(f) in accordance with the Great Yarmouth Local Plan Part 2 (adopted 2021).
7.There shall be no use of the development hereby permitted until the proposed refuse and bin storage area and the drying area on the neighbouring land identified on Proposed Block Plan drawing ref. 8141/C1061902/GO/032 - Revision A V4 has first been provided and made available for use in accordance with the details of a scheme for enclosure screening and paving which shall first be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure there is appropriate amenity provision made for neighbouring residents, to replace the facilities lost as a result of this development, on land within the applicant's control, in accordance with policies CS9 of the Core Strategy (2015) and A1 and A2 of the Local Plan Part 2 (2021).
8.(a) With the exception of works to the interior of the building and/or works to the exterior of the building to replace or install new fenestration, there shall be no commencement of the development hereby permitted until the following details have first been submitted to and approved in writing by the Local Planning Authority: (i) a suitable arboricultural implications assessment including tree survey and arboricultural method statement including tree protection measures, in relation to the impacts of the development on existing trees on neighbouring land and the tree marked as tree T2 submitted Existing Block Plan drawing ref: ref. 8141/C1061902/GO/01 Revision A V5; and, (ii) details of landscaping and hard surfacing materials and methods of their construction. The development shall thereafter be undertaken in strict accordance with the approved details of tree protection and hard landscape installation, and all appropriate tree protection measures shall be installed and maintained for the full duration of the development hereby permitted. (b) There shall be no use of the development hereby permitted until such time as the rear external garden area has first been provided and made available for use for the occupants of the development hereby permitted. Reason: To ensure there is appropriate amenity provision made for future residents, and to protect and maintain the health of trees and character of the surrounding area, in accordance with policies CS9 and CS11 of the Core Strategy (2015) and policies A1, A2 and E4 of the Local Plan Part 2 (2021).
9.Notwithstanding the proposed use of materials within the Materials Schedule document approved as part of this permission, the development hereby permitted shall not be commenced until details of the proposed bricks and other external materials to be used in the exterior of the building have first been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be undertaken in strict accordance with the approved details. Reason: In the interests of protecting and maintaining the appearance of the development and the character of the area, in accordance with policies CS9 of the Core Strategy (2015) and A2 of the Local Plan Part 2 (2021).
10.ADVISORY NOTE TO DEVELOPER - Asbestos: The developer is reminded that prior to any works commencing on site the building is required to be surveyed for the presence of asbestos containing materials in accordance with the Control of Asbestos Regulations 2012. Any asbestos containing materials which are identified shall be managed or removed in accordance with the above regulations and waste regulations. Failure to comply with these regulations could result in prosecution by the relevant authority.
