1.Whilst it is recognised that there are other front extensions on nearby properties, the proposed single storey extension would be of a scale in excess of what is present in the surrounding area and would therefore be contrary to the relatively consistent form and character present on Cradock Road. Moreover, the 'wrap around' element of the single storey extension (which also forms a side extension) would further exacerbate the presence of the extension and the cumulative impact would be harmful to the character and appearance of the dwelling and the street scene and it would be unsympathetic to the form of the original dwelling appearing as an incongruous addition. The proposal therefore would not maintain or enhance the character and appearance of the street scene or dwelling. The proposal is therefore considered contrary to Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy H9, Section 5.8 of the Great Yarmouth Design Code, and Paragraphs 135 and 139 of the National Planning Policy Framework (December 2024).
2.The two-storey extension would appear awkward and especially prominent, particularly as the flat roof would be highly visible in views of the property from the front / the southern approach to the property. The extent of flat roof proposed, its positioning and its mass, would all be detrimental to the character and form of the original dwelling including an eaves line higher than the existing dwelling. Due to the bulk of the extension, it would not be subservient to the original dwelling and as such the combination of these features would be harmful to the appearance of the dwelling and the wider street scene. Its overall width when viewed from both the front and the rear from the service road would be greater than the existing host property and would make it appear as an incongruous addition also eroding the space that exists to the side boundary and service road. The proposal is therefore considered contrary to Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy H9, Section 5.8 of the Great Yarmouth Design Code, and Paragraphs 135 and 139 of the National Planning Policy Framework (December 2024).
3.The proposed design and appearance of side elevation to the south combining the wrap around single storey front and side extension together with the proposed two storey side and rear extension erodes the simple and uniform narrow side/end gable form of the host dwelling, a characteristic of the houses in the locality. The proposal contrasts harshly with this simple form and in combination the overall bulk and width makes the proposed development appear as an incongruous addition resulting in harm to the appearance of the area. The proposal is therefore considered contrary to Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policy H9, Section 5.8 of the Great Yarmouth Design Code, and Paragraphs 135 and 139 of the National Planning Policy Framework (December 2024).
4.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
