1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans and documents received by the Local Planning Authority; on 21 May 2025 -Flood Risk Assessment (FRA) reference REPORT REF: 3569/RE/10-24/01 dated October 2024. -3209.24.5B Block Plans dated 7 April 2025 on 2 October 2025 -3209.24.4D Elevations and Site Location Plan dated 1 October 2025 -3209.24.2D Proposed Floor layouts dated 27 May 2025 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.Before their first use on site details of the exact types and colours of the materials to be used in the external walls shall be submitted to and approved by the Local Planning Authority. The development shall be carried out using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area, in accordance with Local Plan Part 2 (2021) Policies A1 and H9.
4.The fence serving the patio to the rear of the hereby approved extension (as shown on plan reference 3209.24.4D dated 1.10.25) shall be installed prior to the first occupation of the extension and shall be retained thereafter in perpetuity. The reason for the condition is:- In the interests of the residential amenities of the occupiers of nearby properties, in accordance with Local Plan Part 2 (2021) Policies A1 and H9.
5.The window serving the en-suite in the master bedroom on the west elevation (as shown on plan reference 3209.24.2D dated 27.05.25) shall be fitted with obscure glass to a level equivalent to Pilkington Privacy Level 5 which shall be installed prior to the first occupation of the extension and this obscure glazing shall be retained thereafter in perpetuity. The reason for the condition is:- In the interests of the residential amenities of the occupiers of nearby properties, in accordance with Local Plan Part 2 (2021) Policies A1 and H9.
6.Due to the close proximity of other residential dwellings and/or businesses, the hours of any construction or refurbishment works that are audible outside of the boundary of the site should be restricted to reduce the likelihood of noise disturbance to: 0730 hours to 1830 hours Monday to Friday 0830 hours to 1330 hours Saturdays No work on Sundays or Bank Holidays. The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings, in accordance with Local Plan Part 2 (2021) Policies A1 and H9.
7.Prior to the first occupation/use of the development hereby permitted the vehicular access over the footway shall be constructed in accordance with the highway's specification (TRAD 1) and thereafter retained at the position shown on the approved plan. Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway. The reason for the condition is :- To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway in the interests of highway safety, in accordance with Local Plan Core Strategy Policies CS16.
8.The gradient of the vehicular access shall not exceed 1/12 for the first 5 (or longer if in connection with a commercial development) metres into the site as measured from the near edge of the highway carriageway. The reason for the condition is :- In the interests of the safety of persons using the access and users of the highway, in accordance with Local Plan Core Strategy Policies CS16.
9.Notwithstanding the provision of the Town and Country Planning (General Permitted Development) Order (2015), (or any Order revoking, amending or re-enacting that Order) no gates/bollards/chains/other means of obstruction shall be erected across the approved access. The reason for the condition is :- In the interests of the safety of persons using the access and users of the highway, in accordance with Local Plan Core Strategy Policies CS16.
10.Prior to the first occupation/use of the development hereby permitted a 2.4 metre wide parallel visibility splay (as measured back from the near edge of the adjacent highway carriageway) shall be provided across the whole of the site's roadside frontage. The splay shall thereafter be maintained at all times free from any obstruction exceeding 0.6 metres above the level of the adjacent highway carriageway. The reason for the condition is :- In the interests of the safety of persons using the access and users of the highway, in accordance with Local Plan Core Strategy Policies CS16.
11.Prior to the first occupation/use of the development hereby permitted the proposed on-site car parking/turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety, in accordance with Local Plan Core Strategy Policies CS16 and Local Plan Part 2 Policy I1.
12.Prior to the commencement of the development, a flood response plan shall be submitted to and agreed in writing with the Local Planning Authority. This flood response plan, including information regarding the availability of the Environment Agency's Flood Warnings Service, shall be made available to future occupiers of the site. The reason for the condition is :- In accordance with the recommendations of the flood risk assessment, to minimise the risk to the occupants in the event of flooding, in accordance with Local Plan Core Strategy Policy CS13 and Local Plan Part 2 Policy E1 .
13.The development hereby permitted shall be carried out incorporating the measures to mitigate the risk from flooding set out in the submitted Flood Risk Assessment (FRA) reference REPORT REF: 3569/RE/10-24/01 dated October 2024. The reason for the condition is :- To ensure that mitigation measures are undertaken as the property is located within an area at risk of flooding, in accordance with Local Plan Core Strategy Policy CS13 and Local Plan Part 2 Policy E1.
14.INFORMATIVE This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the Applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
15.INFORMATIVE STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
16.INFORMATIVE The developer/applicant is advised that a group Tree Preservation Order (TPO) is located on the adjacent land to the south of the property (Woodland TPO No.2 2009). The Order prohibits many types of works to the trees without the local planning authority first granting formal consent.
