| 1. | The proposed front extension, by reason of its height, length, and siting to the south of adjacent ground floor habitable room windows, would result in an unacceptable loss of natural light to neighbouring occupier. In addition, the height of the extension, at 3.5 metres with an eaves height of 2.4m, in close proximity to the boundary to No 7. would result in an unacceptable sense of enclosure and be unduly overbearing and visually intrusive from the garden and downstairs habitable rooms of No.7. The proposal is therefore contrary to Policies H9, H9B, and A1 of the Great Yarmouth Local Plan Part 2 (2021), due to the loss of amenity and enjoyment of the dwelling house no.7 |
| 2. | The proposed front extension would disrupt the uniformity and character of the neighbouring properties (wider design area) and create a juxtaposition by introducing a large structure, which is out of scale, and unsympathetic. This would be contrary to Policy CS09 and policy H9, as the proposal does not maintain or enhance the character and appearance of the street scene or building as the front garden will give rise to a sense of overdevelopment within a limited area. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
