| 1. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 21st May 2025:
- New Fences and Gate as Proposed; drawing reference: 1709-CAM-XX-XX-DR-A-PL03
- Swept Path Analysis: drawing reference; 220599-CCL-XX-00-DR-C-4001 P03
- Visibility Splay Plan: drawing reference; 219156-CCL-XX-00-DR-C-5000 P04
- Proposed Access Plan General Arrangement; drawing reference: 219156-CCL-XX-00-DR-C-4000 P04
And the development shall be carried out in accordance with the following revised plan received on the 15th August 2025:
- Site Plan as Proposed and Site Location Plan; Drawing Reference: 1709-CAM-XX-XX-DR-A-PL01 Rev.F
The reason for the condition is:-
For the avoidance of doubt of what has been approved and in the interests of proper planning. |
| 2. | The dog walking facility hereby approved shall accommodate no more than six dogs at any one time and shall operate by appointment only, with a minimum of a 10-minute gap between appointments. The applicant shall maintain a logbook detailing visitors to the site. The logbook shall be maintained in perpetuity and be available for officers from the Local Planning Authority to view at all reasonable times.
The reason for the condition is :-
In the interests of neighbouring amenity of nearby dwellings, to comply with policy A1 of the Local Plan Part 2; to mitigate changes of vehicle conflict at the access and to ensure adequate availability of parking, in accordance with policy CS16 from the Core Strategy. |
| 3. | The dog walking facility hereby approved shall not operate outside of the following hours: -
- 08:00 to 18:00 on any day from Mondays to Fridays
- 08:30 to 18:00 Saturdays and Sundays.
The reason for the condition is :-
In the interests of protecting the amenity of nearby dwellings, and to mitigate the intensity of the use proposed; in accordance with Local Plan Part 2 (2021) Policy A1. |
| 4. | The dog walking facility hereby approved shall not be used by groups, clubs or training classes at any time whatsoever.
The reason for the condition is :-
To avoid an increased intensity of use which would not be appropriate for the unsustainable location of the site and its lack of accessibility other than via the private car; in accordance with Core Strategy (2015) Policies CS1 and CS2, and to ensure that the intensity of permitted use remains of a sufficiently modest scale so that the benefits of the development would outweigh the harms caused by the conflict with policy. |
| 5. | By no later than the 10th November 2025, an Operational Management Plan shall be submitted in writing to the Local Planning Authority for their approval. This should include, but not be limited to, all noise mitigation measures, information on waste management proposals and a Customer User Agreement. The plan should also include information on how any complaints will be dealt with and shall provide details of an emergency contact.
The Operational Management Plan shall be brought into use no later than 14 days following the approval of the details required by this condition and the development shall thereafter be carried out in accordance with the approval operational management plan.
The reason for the condition is :-
To ensure that the business operates in a manner that does not cause an unacceptable adverse impact on neighbours and to ensure that neighbours have a mechanism for dealing with any problems which arise from the use of the site; in accordance with Local Plan Part 2 (2021) Policy A1. |
| 6. | By no later than the 10th November 2025, full details of a Soft Landscaping Scheme shall be submitted in writing to the Local Planning Authority for their approval. The precise details of the landscaping proposals shall include a planting plan detailing full specifications of all new planting along with details for their protection during establishment.
For the avoidance of doubt, all species used in the planting proposal shall be locally native species of local provenance.
The Soft Landscaping Scheme shall include details of the hedgerow to close up the existing access (as shown on drawing 1709-CAM-XX-XX-DR-A-PL01 REV F) as well as additional planting across the remainder of the site to provide adequate levels of biodiversity enhancement.
The reason for the condition is :-
Because the precise details have not been submitted and in the interests of the satisfactory visual amenity and biodiversity enhancement; in accordance with Core Strategy Policies CS9 and CS11 of the adopted Great Yarmouth Local Plan Core Strategy (2015) and Local Plan Part 2 (2021) Policy E4. |
| 7. | The development shall be carried out in full accordance with the approved landscaping scheme approved by Condition 6 of this within the first planting season following the first use of the new access proposed (as shown on 1709-CAM-XX-XX-DR-A-PL01 REV F). For the duration of a period of 10 years from the date of this permission being issued, any trees, shrubs or hedges planted in accordance with the landscaping scheme which die, are removed or become seriously damaged or diseased shall be replaced in the next immediate planting season with others of similar size and species.
The reason for the condition is :-
To ensure a high-quality form of development and in the interests of ensuring appropriate visual amenity for the local area, to enhance biodiversity and to secure appropriate amenity in accordance with Policies CS9 and CS11 of the adopted Great Yarmouth Local Plan Core Strategy (2015) and Local Plan Part 2 (2021) Policy E4. |
| 8. | By no later than the 10th November 2025, a detailed scheme for the vehicular/pedestrian access shall be submitted in writing to the Local Planning Authority for their approval. Within 3 months of the details of the new access being approved, the vehicular/pedestrian access shall be constructed in accordance with details and shall thereafter retained in the approved position.
Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway.
The reason for the condition is :-
To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway in the interests of highway safety; in accordance with Core Strategy (2015) Policy CS16. |
| 9. | Vehicular/pedestrian access to and egress from the adjoining highway shall be limited to the access(s) shown on Drawing No. 1709-CAM-XX-XX-DR-APL01 Rev. F only. Any other access or egress shall be permanently closed, and the highway verge shall be reinstated in accordance with a detailed scheme to be agreed with the Local Planning Authority concurrently with the bringing into use of the new access.
The reason for the condition is :-
In the interests of highway safety; in accordance with Core Strategy (2015) Policy CS16. |
| 10. | The gradient of the vehicular access shall not exceed 1:12 for the first 5 metres into the site as measured from the near channel edge of the adjacent carriageway.
The reason for the condition is :-
In the interests of the safety of persons using the access and users of the highway; in accordance with Core Strategy (2015) Policy CS16. |
| 11. | Notwithstanding the provision of the Town and Country Planning (General Permitted Development) Order (2015), (or any Order revoking, amending or re-enacting that Order) no gates/bollard/chain/other means of obstruction shall be erected across the approved access unless details have first been submitted to and approved in writing by the Local Planning Authority.
The reason for the condition is :-
In the interests of highway safety; in accordance with Core Strategy (2015) Policy CS16. |
| 12. | Prior to the first use of the vehicular/pedestrian access shown on Drawing No. 1709-CAM-XX-XX-DR-APL01 Rev. F, visibility splays measuring 2.4 metres x 120 metres shall be provided to each side of the access where it meets the near edge of the adjacent highway carriageway. The splays shall thereafter be maintained at all times free from any obstruction exceeding 0.6 metres above the level of the adjacent highway carriageway.

In the interests of highway safety in accordance with Core Strategy (2015) Policy CS16. And the principles of the NPPF. |
| 13. | Within 1 month of the approved vehicular/pedestrian access being constructed the proposed access on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.
The reason for the condition is :-
To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety; in accordance with Core Strategy (2015) Policy CS16. |
| 14. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 as amended (or any order modifying, reenacting or otherwise altering that order), there shall be no external lighting erected at the site whatsoever without a prior express written permission first being granted by the Local Planning Authority.
The reason for the condition is :-
To ensure protect the value of the landscape and its dark skies character and to protect neighbouring amenity; in accordance with Local Plan Part 2 (2021) Policies A1 and E6 and Belton with Browston, Burgh Castle and Fritton with St Olaves Neighbourhood Plan (2025) Policy 9. |
| 15. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
| 16. | NOTES - Please read the following notes carefully:-
This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority.
Please note that it is the Applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. If required, street furniture will need to be repositioned at the Applicant's own expense.
