1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans and details as received by the Local Planning Authority on the 3rd May 2025: - Design and Access Statement, prepared by Planning By Design - Site Location Plan, Drawing No. 1, Revision V2, dated 24/03/2025 - Proposed Block Plan, Drawing No. 3, Revision V2, dated 24/03/2025 - Proposed Plans, Drawing No. 5, Revision V2, dated 24/03/2025 - Proposed Elevations, Drawing No. 7, Revision V2, dated 24/03/2025 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.The use hereby permitted shall be undertaken and operated only as semi-independent supported accommodation as defined by and in accordance with the Supported Accommodation (England) Regulations 2023 (with or without modification), and for no other use whatsoever without first gaining the express written permission of the Local Planning Authority. The reason for the condition is :- To ensure the proposed use justifies the loss of a residential dwelling use and addresses the identified need to provide housing for vulnerable persons and to ensure the use operates as described in the application as submitted, in accordance with Policies CS3 of the Core Strategy (2015) and H11 of the Local Plan Part 2 (adopted 2021).
4.(a) At all times, the permanent residential occupation of the development hereby permitted shall be limited to use by 'looked-after children' placed by Local Authorities, comprising either young people and care leavers (16 and 17 years old) or homeless teenagers defined under section 17 of the Children's Act, who are in receipt of formal care support arrangements and who have a personalised care plan (the need for which shall first be recognised by a qualified practitioner). (b) The premises hereby permitted shall be used to accommodate only a maximum of three young persons at any one time, and an accompanying member of staff / designated responsible adult. The reason for the condition is :- To ensure the proposed use justifies the loss of a residential dwelling use and addresses the identified need to provide housing for vulnerable persons and to ensure the use operates as described in the application as submitted, in accordance with Policies CS3 of the Core Strategy (2015) and H11 of the Local Plan Part 2 (adopted 2021), and to ensure occupiers and neighbours amenity is preserved in accordance with Policy A1: Amenity of the Great Yarmouth Local Plan Part 2 (adopted 2021).
5.At all times during its use the property will be operated in accordance with the following commitments set out in the submitted Design and Access Statement: 1. The property will be staffed from 7am to 11pm by a support worker, counsellor or member of staff seven days a week; 2. A management team member shall be present between 9am and 5pm Monday to Friday as a minimum; 3. Overnight (between 11pm and 7am the following day), a night concierge staff member will be present within the premises providing 24-hour cover and immediate support to residents as necessary; 4. Each resident shall be expected to follow their own personalised care plan outlining their individual boundaries and support needs as necessary; and, 4. The premises shall operate its 'house rules' to include as a minimum those requirements set out in the Design and Access Statement. The reason for the condition is :- To ensure the proposed use addresses the identified need to provide housing for vulnerable persons and operates in the manner described in the application as submitted, in accordance with Policies CS3 of the Core Strategy (2015) and H11 of the Local Plan Part 2 (adopted 2021), and to ensure occupiers and neighbours amenity is preserved in accordance with Policy A1: Amenity of the Great Yarmouth Local Plan Part 2 (adopted 2021).
6.There shall be no residential occupation of the premises hereby permitted until such time as appropriate secure and covered cycle storage for all occupants and staff at the premises has first been provided and made available for use. The storage shall be retained and maintained as such thereafter. The reason for the condition is :- In the interests of maintaining and promoting accessible and sustainable travel and reducing the reliance on the private car for daily needs and commuting, in accordance with Policies CS9 and CS16 of the adopted Core Strategy (2015) and I1 of the adopted Local Plan Part 2 (2021).
