1.	Reasons for Refusal: The works proposed of a 3m reduction would cause critical harm to the tree, leaving the tree unable to grow back. The species of tree will not compartmentalize any decay resulting from the proposed volume of reduction. The works are also not necessary, as the tree is of good form and vigour, not needing any essential remedial work. As the works are not considered necessary and would harm the tree, this application fails to comply with Core Strategy (2015) Policies CS09 and CS11 and Local Plan Part 2 (2021) Policy E4.
